Butterfly valves can act as isolation and control valves. But these don't provide bubble-tight shutoff. For the valve to be a great throttling valve, it needs the media to move slowly to avoid friction.
Also, there is a substantial pressure drop in the linear pressure when the butterfly valve is open. The medium is always in contact with the disc as it flows, resulting in a change in pressure.
